Press Release for Mahan vs. Officer Richard Samples III and the City of Jacksonville

“Our son did not have to die that day,” Kathy Mahan, Kevin’s mother.

A federal lawsuit filed Monday April 1, 2024, in the US District Court of Florida, alleges that Officer Richard Samples III used excessive force and violated Kevin Mahan’s civil rights when he shot and killed him on April 21, 2022. The Jacksonville Medical Examiner ruled Kevin’s death a homicide.

Kevin, 42, had a history of mental health illness and substance abuse. Officer Samples was informed of this by Kevin’s parents, cousin, and neighbor yet he ignored it. As you will see on the bodycam footage, Kevin was trying to talk to the officer when he was shot in the head. Attorneys will take you step by step through the video.

This will be the first time Kathy and Lee Mahan have spoken publicly about their son’s death. They have prepared a statement that is attached. Their attorneys will answer all questions.
